Without competition to drive
innovation, Western Power has no inducement to accelerate the change from
incandescent street lighting to energy saving fluorescents, he believes.


"I don't think that Western Power have quite the same motivation that
the shire does because at the end of the day, the shire's picking up the bill.
The shire's in the front line with the community," he says.

Shires pay
for street lighting, Wayne explains, which isn't metered and the cost is
determined on a kilowatt per hour usage calculation. More efficient globes
should result in lower charges to local government,A lot of research was led lights conducted and the only
solution that could be reached is to replace the existing lights with a certain
type he says.

Western Power is replacing incandescent bulbs but is far
too slow in making the changes, says Wayne. With no competition and with spare
generation capacity during the off peak hours of night, there is no incentive to
change or improve the service they provide, he believes.

"When talking
about street lights, one of the biggest costs is replacing the bulbs," he says.
Compact fluorescents have a much longer life span, he points out.

"In
addition to the energy saving, we should be getting operational and maintenance
savings because the cost that we paying to Western Power also covers the
allowance for replacing street bulbs."

Other innovations are possible,
says Wayne. "In Norway, street lights have a sensor and when no one is near it,
they would drop the light levels by about half.your primary concern may be brightshine that too much current could

Wayne also has an issue with lights
in uninhabited subdivisions, a practice that he realised on a drive between
Busselton and Margaret River, passing subdivisions where no houses were built

Western Power had switched on
the lights and had simply added the cost to the Augusta Margaret River bill
without authorisation, says Wayne. For many months, lights were on but no one
was home.

"We ask householders to turn off lights and save energy...yet
on the other hand we were partly responsible for these lights being on all
night," he says.

The Shire made representation to Western Power over the
Cowaramup subdivision street lighting but received, to Wayne, an unsatisfactory
answer. "They said, 'It's too hard to turn them off.ZDDT takes pride in the

"That's the wrong answer. We should be
working out what's the right thing to do and working out how we do it.

ThSouthern California Edison lightbright customers can take home a free
Compact Fluorescent Light (CFL) bulb.e club has joined forces with environment
group SHARE to become the first club in the Central Highlands League to tackle
an environment project.

The club launched its recycling and wastage
campaign at the weekend, during a home game against Newlyn. The campaign is part
of the Four Quarters to Tackle Climate Change initiative, which will see the
club install recycling bins and phase out the use of polystyrene cups.


SHARE project officer Tanya Black has worked with the club to introduce
the initiative.

She said waste management was a big issue for football
clubs across the region. "If you go to any football club, none of them have got
recycling bins," she said.

"This (project) will address waste in
football clubs and implement some recycling initiatives."

As part of the
project, Daylesford Football Netball Club will also assess its water and energy

Walter Reed National Military Medical Center Achieves LEED Gold, Wins USGBC Honor
The Walter Reed National Military Medical Center, which won Project of the Year - New Construction by the U.S. Green Building Council National Capital Region Chapter - has achieved LEED Gold certification in the LEED for New Construction rating system.

Under a design-build contract awarded by the Naval Facilities Engineering Command, Clark/Balfour Beatty, A Joint Venture, created the Walter Reed National Military Medical Center on the campus of the National Naval Medical Center in Bethesda, Md. Design efforts were led by HKS Architects, executive architect; Wingler Sharp, architectural renovation and construction design; and Hartman-Cox Architects, historic preservation. Design-build partners integral to achieving LEED certification include Southland Industries (mechanical) and M.C. Dean (electrical).

The $826 million project included new construction as well as expansions and renovations to existing hospital facilities. The Walter Reed National Military Medical Center was created through the Base Realignment and Closure Act of 2005.

The new construction work that is LEED Gold certified (the renovation work was not submitted for LEED certification) consists of the following projects that were scored together:

? America Building (Building A): 560,000-square-foot, six-story outpatient facility providing services for cancer patients, amputees and other outpatient clinical needs. This is the largest outpatient medical building in the military health system.

? Arrowhead Building (Building B): 165,000-square-foot, four-story addition to the existing hospital housing emergency in-patient services.

? Patient Parking Garage: 939-space, eight-story parking structure located to the east of Building A.

The disaster at Fukushima has raised
public awareness and made the shift to renewable sources of energy more
desirable than ever. It is accompanied, too, by a political willingness to
rethink and correct the policies followed until now. The question is often posed
in public debate as to whether the shift to renewable energies will be too
expensive, or whether it indeed poses a threat to Germany's competitiveness as
an industrial location.

Over the last two years, however, studies have
suggested that fears of this sort are unfounded. On the contrary, according to
an EU study performed by the Fraunhofer Institute for Systems and Innovation
Research ISI in Karlsruhe, a shift towards renewable energies will stimulate
growth in the job market in the coming decade. By 2020 scientists predict that
some 2.8 million people will be employed in Europe's renewable energy sector,
once implementation of EU objectives in this area has taken hold. The negative
impact of a shift to alternative energy is far outweighed by the remaining
positive net effect of some 400,000 additional jobs in the EU as a whole. What
is more, Europe's GDP is expected to grow by 0.24 % (some 35 billion Euro).


Similar results were reported in a study of Germany contracted by the
Federal Ministry for the Environment, Nature Conservation and Nuclear Safety
BMU, in which ISI scientists participated. One of the study's findings showed
that "the short and long-term effects on the German labor market derived from
expansion of renewable energy use, indicate a positive trend. When all negative
effects and influences on the economic cycle are taken into account, the number
still falls in the range of 120.000 -- 140,000 new jobs (2020, optimistic
scenario, price path A)."

Presenting the study's finding at a press
conference, Fraunhofer President Prof. Hans-J?rg Bullinger emphasized the
Fraunhofer-Gesellschaft's committed efforts in this field of research: "We are
perfectly positioned to develop concepts and solutions for a transition to
renewable energy. Within the Fraunhofer Energy Alliance alone there are some
2000 scientists from 16 organizations whose work is focused in this sector. They
develop system technologies such as power grids and energy storage systems and
research new ways to increase energy efficiency. There are also additional teams
of scientists from the Building Innovation and Traffic and Transport
